RECO is governed by an administrator, Jean Lépine, appointed effective December 1, 2025, by the Honourable Stephen Crawford, Minister of Public and Business Service Delivery and Procurement pursuant to subsection 5.1(1) of the Safety and Consumer Statutes Administration Act, 1996.

Jean Lépine
Administrator

Jean Lépine has been appointed RECO’s Administrator by the Minister of Public and Business Service Delivery and Procurement. 

Prior to his appointment, Jean served as the Chief Strategy Officer of another Administrative Authority, Ontario One Call, and served as Chair of the Board of Directors of the Ontario French-Language Educational Communications Authority, known as TFO, for more than four years.

Jean is a seasoned communications, government relations, investor relations and sustainability executive leading teams in healthcare, legal cannabis, family entertainment, private equity and asset based lending, public relations, organic food, electronics, beverage alcohol and innovative pharmaceuticals. 

He has 20 years’ experience working in industry in Canada, the US and Europe and another 10 years in various roles within Canada’s Federal and Provincial Governments (Ontario). 

Jean earned a Master’s degree in Business Administration from the Ivey School of Business - Western University (EMBA 2002) and a Bachelor of Social Sciences with a minor in political science from uOttawa. He has appeared before a parliamentary committee on legislative matters, on news programs and authored several articles on public policy topics.
