It is an honour to assume the role of Administrator for the Real Estate Council of Ontario (RECO). I take the trust placed in me by the Minister of Public and Business Service Delivery and Procurement to guide RECO through this important period of transition very seriously.

I would like to take this opportunity to introduce myself. For the last three years, I have served as the Chief Strategy Officer of another Administrative Authority, Ontario One Call, and served as Chair of the Board of Directors of the Ontario French-Language Educational Communications Authority, known as TFO, for more than four years.

I have had the good fortune of leading teams in various sectors including public safety, education, government, healthcare, family entertainment and finance and have lived and worked in Canada, the US and Europe. As a homeowner, I have a perspective on the critical role this organization plays in consumer protection and in regulating a very diverse and vibrant industry sector.

My appointment is a time-limited measure intended to ensure stability, strengthen governance and restore public confidence in RECO. While my role includes implementing changes, RECO’s statutory mandate remains unchanged. RECO will continue to regulate real estate registrants and protect consumers. RECO’s work remains essential, and I am committed to supporting the organization in delivering these services without disruption. More details about my role and responsibilities are available in the Minister’s Order and Terms of Reference, which have been posted on Ontario.ca.

In my role, I will work to strengthen RECO’s governance, organizational structures, culture, and operational policies. Implementing the relevant recommendations from the Dentons Canada LLP final report will be a key part of this work and I look forward to collaborating with the RECO team.

During the coming weeks, I will be engaging across the sector to listen, learn, and gather insights. Your openness and ideas will be vital as we move forward together.

I am also committed to transparency. I will strive to keep you informed and provide clarity and support wherever possible.

As part of my mandate, I am required to deliver an implementation plan to the minister by March 31, 2026, followed by an initial written report by June 30, 2026, and a final written report by December 31, 2026.

I look forward to working collaboratively to restore public trust and confidence in both RECO and Ontario’s real estate services sector.

Sincerely,

Jean Lépine
Administrator, Real Estate Council of Ontario
