Administrator and Acting CEO

Jean Lépine is RECO’s Administrator and Acting CEO. Effective December 1, 2025, he was appointed RECO’s Administrator by Ontario’s Minister of Public and Business Service Delivery and Procurement.

Prior to his appointment, Jean served as the Chief Strategy Officer of another Administrative Authority, Ontario One Call, and served as Chair of the Board of Directors of the Ontario French-Language Educational Communications Authority, known as TFO, for more than four years.

Jean has 20 years’ experience working in industry in Canada, the US and Europe and another 10 years in various roles within Canada’s Federal and Provincial Governments (Ontario). He has appeared before a parliamentary committee on legislative matters, on news programs and authored several articles on public policy topics.


Samantha Pinto, Chief Regulatory Modernization Officer

Samantha Pinto is RECO’s Chief Regulatory Modernization Officer. She joined RECO in January 2026 to oversee Audit and Inspection; Complaints; Investigations; Litigation; Registration; and Regulatory Policy. Her experience will help RECO build a more agile, sector- and consumer-focused regulatory framework.

Samantha brings over 20 years in the public sector including 13 years at the Ministry of Public and Business Service Delivery and Procurement.

Most recently, Samantha served as Chief Regulatory Officer at Ontario One Call, where she led the organization’s transformation into a modern regulator, and drove regulatory innovation and compliance programs.


Emilee Escobar, Chief Strategy and Corporate Officer

Emilee Escobar is RECO’s Chief Strategy and Corporate Officer. She joined RECO in January 2026 and provides executive leadership for stakeholder relations, board operations, discipline and appeals hearings, education, and corporate legal functions.

Emilee brings over 15 years of experience in governance, corporate strategy, and strategic communications. Since 2018, she has held progressively senior roles at the Condominium Authority of Ontario, most recently as Chief Corporate Officer. She has also worked in the insurance sector and with the Government of Ontario.

A certified Governance Professional (GPC.D), Emilee is recognized for her collaborative leadership in strengthening governance and advancing consumer protection initiatives.


Terence Chan, Chief Financial Officer

Terence Chan is RECO’s Chief Financial Officer, providing strategic leadership for the organization’s finance, accounting, procurement, insurance and financial governance functions. He partners closely with the Executive Leadership Team and Board of Directors to support sound decision-making and ensure RECO’s long-term financial sustainability. 

Over the course of his 30-year career, Terence has held senior finance leadership roles across the public and private sectors, including Building Ontario Fund, ZoomerMedia, ORNGE, and Health Shared Services Ontario. He is recognized for leading organizational transformation, strengthening governance, and building collaborative, high-performing teams that enable organizations to achieve their strategic goals. 


Shafat Alam, Acting Chief Data, Technology and Innovation Officer

Acting Chief Data, Technology and Innovation Officer

Shafat Alam is RECO's Acting Chief Data, Technology and Innovation Officer, leading the organization's technology, cybersecurity, enterprise data, digital transformation, and IT innovation functions. He is responsible for advancing modern digital capabilities that support RECO's strategic priorities and regulatory mandate. 

 With more than 25 years of technology leadership experience, Shafat has led enterprise modernization, digital transformation, and technology innovation initiatives within highly regulated organizations, most recently at TMX Group. Known for his collaborative leadership style and passion for innovation, he is focused on leveraging technology, data, and emerging capabilities such as artificial intelligence to improve how RECO serves employees, registrants, and consumers.
