RECO’s management team and staff, led by RECO's Administrator, are organized into three divisions: consumer protection/regulatory, operations, and administration. RECO’s staff delivers programs and services for consumers and registrants. The powers and duties imposed under the Trust in Real Estate Services Act, 2002 (TRESA) are carried out by RECO’s Regulatory Division led by the Chief Consumer Protection Officer.

Carrie Bois
Chief Operations Officer (COO)
Carrie Bois is RECO’s Chief Operations Officer and a member of its senior management group, since February 2025. She oversees finance and accounting, information technology, litigation, human resources, client services, and discipline and appeals hearings. Her focus is on enhancing organizational effectiveness, streamlining processes, and supporting cross-departmental collaboration.
Carrie brings extensive business strategy and operations experience in for-profit and government organizations, through a range of leadership roles in health care, insurance and risk management, and technology.
Carrie is an executive board member of the Empire Club of Canada and served on the board of Upper Canada Child Care for eight years. Carrie’s experience chairing various boards across industries provides her with a wealth of knowledge to draw on in her new role as COO.
Carrie holds an MBA from Kellogg School of Management from Northwestern and an EMBA from the Schulich School of Business.

Kevin McCarthy
Chief Consumer Protection Officer (Interim)
Kevin McCarthy is RECO’s Consumer Protection Officer (Interim) and a member of its senior management group.
In this newly created role, Kevin focuses on RECO’s consumer protection mandate and oversees departments in RECO’s Regulatory Division.
Kevin has more than 20 years of experience in professional regulation and leadership. Most recently, as Vice President of Advisory Services at The Regulator’s Practice, he advised boards and leaders of regulatory bodies on solutions for governance, strategy, and operations in complex, changing environments. As Director of Strategy with the College of Nurses of Ontario, his portfolio included strategic planning, governance, regulatory operations innovation, regulatory policy and research, stakeholder relations and public affairs. Kevin currently serves as Risk Officer for the Retirement Homes Regulatory Authority.
Kevin holds a Master’s of Public Policy, Administration and Law from York University and a
Bachelor of Science in Nursing from the University of Toronto. He also completed a Certificate in Conflict Resolution at York University.
