Administrator’s reports

On March 30, 2026, RECO Administrator and Acting CEO Jean Lépine submitted the Administrator’s Implementation Plan to the Minister of Public and Business Service Delivery and Procurement. The plan, along with the Transformation Initiatives Summary, is now publicly available below:

Per the Minister’s Orders, Mr. Lépine submitted an Initial Report on the progress of the plan on June 24, 2026. The report and accompanying overview are available below:

On September 8, 2026, Mr. Lépine submitted his Final Report to the Minister, completing the reporting requirements under the Administrator’s mandate. His appointment as Administrator concludes at the end of the day, with RECO returning to Board-led governance on September 9.
