The role
Under the direction of the Manager, Education Operations, and working closely with the other education managers and departmental leaders, the Supervisor, Education Delivery is responsible for leadership and oversight of RECO’s third-party education delivery.
The Supervisor, Education Delivery serves as the primary point of contact between the education delivery designates and RECO by bridging the functional areas within RECO and the designates with a primary focus on program delivery, operations and oversight.
The role also plans, resources and supervises the education delivery oversight team.
As of July 1, 2025, RECO’s registration education programs are delivered by four designated education providers. In the future, new application windows may be opened by RECO to add further providers, once the current program has been stabilized. This role will also be responsible, during such times, for leading, supporting and providing oversight for designate approvals, contracting, onboarding and launch readiness activities for any new designates.
Position responsibilities
Day-to-day leadership and oversight of designates
- Acts as the main point of contact representing RECO for the current/future designates, and external stakeholders in matters specific to the successful execution of RECO’s education program delivery strategies.
- Facilitates all designate governance touchpoints (status, meetings, etc.).
- Provides issue resolution.
- Plans, organizes, and leads all RECO-executed operationally-focused program delivery related activities to support RECO’s educational program delivery strategies and the current/future designates.
- Provides oversight of current/future designates for delivery-related deliverables and activities (e.g. program currency, adherence to standards, administration and delivery).
- Plans, develops, updates, organizes, audits and manages RECO’s processes/protocols/standards executed by RECO to facilitate oversight of the current/future designates.
- Coordinates and conducts audits and reports audit results.
- Provides status updates on all work and initiatives to Manager, Education Operations, and Chief Operating Officer as required.
Reporting and governance
- Monitors adherence to (and participates and/or escalates where required):
- The existing governance framework as it relates to program delivery with the current designates.
- The existing vendor contracts as they relate to program delivery with the current designates.
- RECO’s processes/protocols/standards as they relate to the program delivery strategies by the current and future designates.
- Assesses and analyzes designate governance reporting to identify opportunities for improvement.
- Tracks key performance indicators (KPIs) designed to measure the health/effectiveness of RECO’s relationships with the designates in areas related to RECO’s program delivery strategies to the education management team as required.
- Provides regular status updates/reports on all work, initiatives, and risks related to RECO’s program delivery strategies to the education management team as required.
- Proactively identifies issues and risks, escalates along with potential solutions as appropriate to mitigate impacts and ensure timely resolution.
Team supervision
- Creates an inspiring and collaborative team environment with open communication and a culture of collaboration.
- Establishes team objectives, delegating tasks and setting deadlines.
- Acts as a source of information and expertise, providing guidance, answers to questions and issue resolution.
- Provides performance management of direct reports, including ongoing coaching and feedback, as well as formal performance evaluations and career development support.
Designate approvals, contracting, onboarding and implementation
- Leads the approval, contracting, onboarding and implementation of new designates to support the delivery of direct entry registration education.
- Leads the end-to-end application process for approval of new designates to deliver the registration education programs at times when application windows are open.
- Ensures accuracy and completeness of the application-related documentation (intake, evaluation, recommendation, and selection).
- Assists in the development of an oversight framework, and the implementation of that framework, to facilitate the onboarding of multiple new designates and renewal of existing designates, approved to deliver direct entry registration education.
- Leads the activities in the contracting of new designates.
- Gains thorough understanding of the approved designate contracts ensuring vendor accountability against KPIs and performance measures.
- Leads the onboarding of new designates.
- In collaboration with the education project manager, leads the implementation of new designates and corresponding key deliverables as set out in the contract and implementation plan.
Qualifications and experience
- Post-secondary accreditation in Adult Learning, Training & Development or a related discipline, or equivalent experience; CTDP or CTP designation preferred.
- Minimum three years’ experience in a similar role leading the implementation and ongoing program management and team management of a medium to large scale competency-based workplace readiness / experiential curriculum(s), in multiple delivery formats. Experience with compliance focused programs preferred.
- Fundamental knowledge and application of vendor management, contract implementation.
- Experience in regulatory, high-stakes, credentialling environments is desired.
- Works well in a team environment: supportive, collaborative, cooperative, service-oriented.
- Excellent verbal communication skills, including facilitation/presentation skills. Able to communicate effectively with stakeholders at all levels to express goals, strategies and concepts. Able to build and maintain strong working relationships, both internal and external.
- Excellent written communication skills to write reports, business correspondence, process, procedures, protocols.
- Excellent critical thinking, analytical and problem-solving skills; and ability to apply this knowledge in the identification and resolution of complex business problems.
- Superior organizational, planning, time/workload management, risk identification and mitigation capabilities to plan and execute activities with generally defined goals.
- Self-directing, able to work with minimum supervision.
- Demonstrated organizational skills to balance/manage multiple concurrent competing activities and timelines with appropriate prioritization, maintaining detailed documentation/records.
