Building a Modern Real Estate Services Regulator

Protecting consumers and maintaining confidence in Ontario’s real estate marketplace are at the heart of RECO’s mandate. As the marketplace evolves, RECO is advancing a modern, intelligence-driven and risk-based approach to regulation that focuses resources where they can have the greatest impact.

This roadmap outlines the priorities that will strengthen professional standards, enhance market integrity, improve registrant accountability, and support proportionate regulatory action. Through these efforts, RECO aims to deliver measurable outcomes for consumers, registrants, and the real estate marketplace. Progress will be supported by performance measures and targets that enable ongoing monitoring, evaluation, and accountability throughout the delivery horizon (2026 to 2030), with work currently underway to lay the groundwork and bridge from today’s operations to the Roadmap commitments.

Set & Uphold Strong Professional Standards

  • Improve the registration experience for agents and brokerages by making application requirements clearer, reducing unnecessary follow-ups, and increasing the percentage of first-time complete applications year over year
  • A more responsive and modern regulatory system by reducing average registration processing times annually, with year-over-year improvement

Promote Market Fairness & Transparency

Using data, intelligence and risk-based oversight to identify risk earlier.

  • Strengthen consumer protection by implementing risk-based inspection planning, with inspections increasingly focused on higher-risk areas where regulatory attention can have the greatest impact
  • Implement a single, integrated registrant profile, improving consistency of oversight and decision-making

  • Help agents and brokerages better understand and meet regulatory expectations by delivering forward-looking guidance annually, informed by emerging risks, oversight findings, and market intelligence
  • Focus regulatory resources on greatest consumer protection impact by allocating majority of investigation effort to high-risk cases, based on formal risk categorization
  • Strengthen financial oversight and protect trust money by reducing trust account-related findings year over year, supported by RECO’s Annual Financial Filing and Monthly Trust Reconciliation programs

  • Support fast and more consistent enforcement decisions by implementing standardized triggers for early legal involvement, with defined targets for timing and analysis speed

Build Consumer & Industry Confidence

Providing timely guidance, current education and targeted remediation.

  • Strengthen consumer protection by implementing enhanced education assessment and verification requirements
  • Deliver semi-annually, insight-driven information on regulatory expectations, helping registrants better understand and meet expectations consistently

  • Strengthen consumer protection and professional practice by reviewing education programs annually to ensure content remains current, relevant, and aligned with evolving regulatory expectations, market risks, and consumer protection priorities

  • Support stronger accountability and better long-term compliance by applying mandatory or targeted education in the majority of enforcement cases, helping correct issues, address knowledge gaps, and reduce the risk of repeat non-compliance
