Reporting to the Manager, Education Programs, and working closely with the other members of the Education Programs team, the Learning Technologist plays a key role in ensuring the high quality and service standards of education programs and plays a vital role in identifying and implementing the best technology solutions for a given learning environment and in developing and delivering technology-enhanced learning experiences. This includes responsibility for ensuring the effective operation and administration of the learning management system (LMS), development and maintenance of learning resources on the LMS and supporting the instructional design team in the development of course assets.
Supporting the instructional design team, the Learning Technologist will assist the design, writing, and development of courses and learning assets, including course standards and requirements and developing in the authoring software once the base course is built. This involves researching and evaluating different technology options, creating and curating digital content, designing and developing interactive learning activities, incorporating multimedia elements, managing and maintaining the technology infrastructure used for learning, such as learning management systems and other educational technology tools, and providing support and training to users of technology-enhanced learning experiences.
The Learning Technologist will be the team lead on technical requirements for any LMS system upgrades and enhancements, and course authoring tool support in collaboration with internal and external partners.
Position responsibilities
LMS administration and oversight
Supports the Manager, Education Programs in all activities related to the oversight, administration, and maintenance of the LMS including:
- Ensuring the effective operation and administration of the learning management system (LMS) for learners completing their courses.
- Team lead in communicating with the LMS vendor and IS Support to advance alignment, standards, and innovation as well as develop long-term solutions.
- Leading the development of the LMS, including the design and development of platform architecture and standards.
- Team lead in performing regular software updates, vendor tool updates and user set-up as needed.
- Running demonstrations of the LMS and providing training to individuals and user groups.
- Manage the LMS quality assurance process, including functionality and usability testing.
- Ensuring compliance with WCAG 2.0 AA standards are met in support of meeting RECO’s AODA compliance requirements.
- Supporting all internal RECO users accessing the LMS including the management of internal accounts and point of contact for platform troubleshooting.
Learning assets development support
Supports the Manager, Education Programs, and the Lead Instructional Designer in all activities related to the learning design and development including:
- Liaising with the teams involved in learning design, including the LMS vendor, instructional designers, and internal departments.
- Supporting the Education Programs team in developing courses via eLearning authoring tools, developing standard templates, engaging activities and online resources to enhance the learning experience.
- Providing guidance on the technological feasibility of settings, features, and solutions.
- Ensuring learning experiences are built according to defined development processes and LMS requirements.
- Optimize courses and learning assets for maximum functionality across devices, systems, and browsers.
- Supporting the Education Programs team in developing courses via eLearning authoring tools, developing standard templates, engaging activities, and online resources to enhance the learning experience.
- Development of resources, job aids, reference materials housed on the LMS for learner support.
Learning technology
Supports the Manager, Education Programs in all activities related to the oversight, administration, and maintenance of the LMS including:
- Integrating learning technology tools and vendor products.
- Providing information to the Education Programs team on potential features/capabilities that the LMS can support.
- Continually researching and learning new technologies to enhance courses and propose recommended enhancements.
- Identifying current and emerging trends in LMS technology to streamline and optimize the learning experience.
- Researching future technology enhancements in preparation of adoption and adaptation, including mobile learning, micro learning, artificial intelligence, adaptive technology and immersive learning opportunities.
- Recommending product and/or process enhancements to support learner knowledge transfer
- Consulting with the LMS vendor to identify and implement platform enhancements and flexibility.
- Identifying areas to utilize learning platforms and technology to increase industry professionalism and competency development alignment.
- Extending the reach of educational support to include methods of delivery beyond traditional eLearning courses, including the implementation and on-going maintenance of a knowledge management system.
Reporting/analytics
Supports the Manager, Education Programs in all activities related to data capture and analysis including:
- Developing custom reports to support with the reporting of KPIs on regular intervals (monthly/quarterly).
- Monitoring course feedback and surveys to identify challenges and recommendations regarding technological solutions and/or learning support.
- Implementing evaluation methods to assess the effectiveness of training programs.
- Analyze data and report on trends for LMS and learnings.
Communication/other duties as assigned
Supports the Manager, Education Programs in all activities related to:
- Leading and participating in the development and training of guides, processes, and informational resources.
- Communicate with learners as needed to resolve issues that have been escalated.
- Escalating issues and resolutions with the appropriate party(s).
- Other duties as assigned.
Qualifications and experience
- Post-secondary education in a related discipline, or commensurate experience in LMS administration, course development, and customer service is required.
- 3+ years’ experience in a similar role in a regulatory or educational environment is required.
- 3+ years’ experience of end-to-end management of knowledge management systems, including data tracking and reporting, issue resolution and upgrade/enhancement implementation, is required.
- Advanced knowledge in educational technology tools and systems, including the Articulate 360 suite, Lectora, and Microsoft Office is required.
- Experience with software applications such as Photoshop, Premiere, Captivate, Illustrator, and InDesign is desirable.
- Experience integrating learning tools, building online courses, and evaluating and testing technological solutions.
- Knowledge of SCORM standards, Universal Design principles and WCAG 2.0 guidelines
- Demonstrated project planning/management, time management and problem solving skills
- Advanced research and analysis skills, including accurate data retrieval and manipulation, and creation of dashboards and other reporting mechanisms.
- Demonstrated excellent written communication skills required to write reports, business correspondence, meeting minutes etc., including the ability to gear the message and communication style to the intended audience, which may include varying levels of administration/management.
- Customer service orientation with excellent relationship management skills is required; able to build trust and rapport, maintain strong working relationships, and engage with diverse audiences, both internal and external.
- Works well in a team environment, supportive, collaborative, cooperative, service oriented.
- Ability to think critically about tasks and make recommendations that improve the learner experience.
- Demonstrated attention to detail and organizational skills to balance/manage multiple concurrent competing activities, in a dynamic environment, with appropriate prioritization.

- Demonstrated initiative and flexibility, and able to take direction, yet work independently.
- General understanding of TRESA as applied to education and registration requirements.
